Ms. Yacine FAL appointed Vice-President, Regional Development, Integration and Service Delivery (African Development Bank)

(AfDB) – The African Development Bank Group is pleased to announce the appointment of Ms. Yacine FAL, currently Managing Director of the President’s Office, as Acting Vice President, Regional Development, Integration and Service Delivery of the African Development Bank Group. His appointment is effective from December 17, 2021.

In her current role as Chief Executive Officer, Ms. Fal oversees the work and administrative and operational activities of the President’s Cabinet Office. This includes oversight of all units and departments reporting directly to the President. It ensures the improvement of the delivery, efficiency and effectiveness of all presidential initiatives and operations of the Bank, in accordance with the agreements with the respective vice-presidency complexes. She also oversees the work of senior executives to improve the overall coordination and engagement of the Chairman and Chairman of the Board with the Board.

Ms. Fal, a Senegalese citizen, is a seasoned, results-oriented business development and service delivery professional with over 20 years of banking, legal and purchasing experience.

Ms. Fal joined the African Development Bank as Senior Legal Advisor in the Procurement Unit (1998-2007) and then served as Manager in charge of the Reform Implementation Team in the Procurement Unit. President’s office (2007-2008). She was appointed Head of the Procurement and Fiduciary Services Department (2010-2011); and Manager of the Procurement Services Division (2008-2013). Ms. Fal was then resident representative of the Bank’s office in Morocco (2014-2017).

In 2016, the President of the African Development Bank, Dr Akinwumi A. Adesina, appointed Ms Fal as Deputy Director General of the Office for Business Development and Service Delivery in North Africa. She was appointed Managing Director, Cabinet Office of the President, in November 2020.

Commenting on her appointment, Ms Fal said: “I am very honored by the confidence that President Adesina has placed in me by appointing me to this post of Acting Vice-President for Regional Development, Integration and Service Delivery. I will bring my in-depth knowledge and experience of Bank operations and my field experience in various countries and regions to support our Managing Director and Country Directors. I will also work closely with the Bank’s operational complexes and the senior management team, to build on our achievements and further improve efficiency in delivering quality operations for the Bank.

Ms. Fal holds a master’s degree in law (1984) from the University of Dakar, where she specialized in corporate and tax law, and a DESS in international law (1987) from the University of Paris X.

Dr Adesina said: “Yacine Fal is one of the most experienced leaders of the African Development Bank Group. She managed large and complex African Development Bank operations involving several countries. She was Country Manager responsible for the Bank’s operations in Morocco and later in Tunisia, where she was Deputy Director General in charge of operations in several countries. Until her appointment, she was Managing Director in the President’s Office. Yacine is an astute and effective leader who builds and inspires teams to work effectively to achieve results. She will provide quality leadership to CEOs and Country Directors and will work effectively with all other Vice Presidents of the Bank to further improve the delivery and quality of our operations until a new Vice President substantial is named.. “
